Your District's "Request for Approval of Liuzhou City Master Plan" (Gui Zheng Bao  No. 2) has received it. With the approval of the State Council, the notice is as follows:
I. Agree in principle to the revised "Liuzhou City Master Plan (2010-2020)" (hereinafter referred to as the "Master Plan").
2. Liuzhou is an important central city in the central part of the Guangxi Zhuang Autonomous Region and a national historical and cultural city. The implementation of the "Master Plan" should be guided by the scientific concept of development, adhere to a sustainable development strategy that is coordinated with economy, society, population, environment and resources, and coordinate all aspects of planning, construction and management of Liuzhou urban and rural areas. In accordance with the principles of rational layout and intensive development, we must promote economic structural adjustment and transformation of development methods, continuously enhance the city's comprehensive strength and sustainable development capabilities, improve public service facilities and urban functions, and gradually build Liuzhou into economic prosperity, social harmony, A modern city with good ecology and distinctive features.
Third, attach importance to the overall development of urban and rural areas. Within the 860-square-kilometer urban planning area identified in the Master Plan, unified urban and rural planning and management will be implemented. It is necessary to gradually improve the functions of the central urban area and increase its ability to drive the economic and social development of surrounding areas. According to the conditions of different areas in the city, we will focus on developing counties and formed towns with good basic conditions and great development potential, optimize the layout of villages and towns, and promote the industrialization of agriculture and the rapid development of the rural economy.
4. Reasonably control the size of the city. By 2020, the urban population of the central urban area will be controlled within 1.6 million people, and the urban construction land will be controlled within 168 square kilometers. According to the urban spatial layout determined by the "Master Plan" and the resources and environmental conditions of Liuzhou City, adhere to a concentrated and compact development model and actively guide the rational distribution of the population. We must strengthen land conservation and intensive use of land, effectively protect cultivated land, especially basic farmland, and rationally develop and utilize urban underground space resources.
Fifth, improve the urban infrastructure system. It is necessary to speed up the construction of transportation infrastructure such as highways, railways, waterways, and ports, and improve transportation conditions in cities and surrounding areas. Establish a multi-level and multi-type urban comprehensive transportation system that takes public transportation as the main body and combines various transportation modes. Make overall planning and construction of urban power supply, water supply, communication, drainage and sewage, garbage treatment and other infrastructure. Attach importance to urban disaster prevention and mitigation, strengthen the construction of key disaster prevention facilities and disaster monitoring and early warning systems, and establish and improve comprehensive urban disaster prevention systems including fire prevention, civil defense, flood prevention, and earthquake prevention.
6. Build a resource-saving and environment-friendly city. Urban development must follow the intensive road of saving resources and protecting the environment, adhere to the principles of thrift, open source, and protection, and save and intensive use of resources. Rely on scientific and technological progress, actively develop and utilize new energy sources, vigorously develop a circular economy, and effectively do a good job of energy conservation and emission reduction. Adhere to the simultaneous planning of economic construction, urban and rural construction, and environmental construction, and strictly comply with various environmental protection standards proposed by the plan within the deadline. In accordance with the requirements for energy conservation and emission reduction, clarify the responsible parties, implement work measures, strictly control the development of high-consumption and high-polluting industries, strengthen industrial, transportation and building energy conservation, strengthen comprehensive urban environment management, strictly control the total amount of pollutants discharged, and improve sewage treatment. Rate and harmless treatment rate. Strengthen water resources protection, improve water resource utilization efficiency and benefits, and build water-saving cities. Strengthen the protection of special ecological functional areas such as Sanmen River and Dalongtan scenic spots, forest parks, nature reserves and urban drinking water sources, formulate protection measures and strictly implement them.
7. Create a good living environment. We must persist in putting people first and create a livable environment. Make overall arrangements for the planning, layout, and construction of public service facilities such as education, medical care, and municipal services that affect the vital interests of the people. Include the construction goals of low-rent housing, affordable housing, public rental housing, and low- and medium-priced low- and medium-sized general commercial housing in the near-term construction plan to ensure the staged supply scale, location layout and related capital investment of urban affordable housing land. According to the actual needs of the city and the social affordability, the scale of demolition should be controlled reasonably, the transformation of urban and state-owned industrial and mining shantytowns should be steadily promoted, and the quality of urban living and living should be improved. Attach importance to the protection of historical culture and features, and coordinate the relationship between development and protection. In accordance with the principle of overall protection, it is important to protect historical relics such as Shuguang Road and cultural relics protection units such as Bailiandong ruins and their surrounding environment. Protect the water bodies and mountains such as Liujiang River and Lianhua Mountain, and highlight the features of the city surrounding the mountains.
Eight, strictly implement the "Master Plan." Urban construction must achieve coordinated economic and social development, and material civilization and spiritual civilization must progress together. Urban management should improve the democratic and legal system, adhere to govern the city according to law, and build a harmonious society. The "Master Plan" is the basic basis for Liuzhou's urban development, construction and management. All construction activities in the urban planning area must meet the requirements of the "Master Plan". In combination with Liuzhou's national economic and social development plan, the focus of implementation of the "Master Plan" and the construction sequence must be clearly defined. The urban and rural planning administrative department shall implement unified and strict planning management on all construction land and activities within the urban planning area (including various development zones) in accordance with the law, and effectively ensure the implementation of the plan. The authority of city-level urban planning management shall not be delegated. It is necessary to strengthen public and social supervision and raise the awareness of the whole society to abide by urban planning. All units in Liuzhou must abide by the relevant laws and regulations and the "Master Plan", support the work of the Liuzhou Municipal People's Government, and work together to plan, build, and manage Liuzhou.
The People's Government of Liuzhou City must conscientiously organize the implementation of the General Plan in accordance with the spirit of this reply, and no unit or individual may change it at will. Your district and the Ministry of Housing and Urban-Rural Development shall guide, supervise and inspect the implementation of the General Plan.
